Citing cases of debt and suicide due to online money gaming, Modi said that the Online Gaming Act is a big decision. A media report quoted Prime Minister Narendra Modi as saying, "Online games are having a negative impact on our students. A large number of people are getting into debt due to this and some people have even committed suicide." He said that many families have been destroyed due to financial difficulties related to online games.

While introducing the Promotion and Regulation of Online Gaming Bill in the Rajya Sabha, Minister of Electronics and Information Technology, Ashwini Vaishnaw said, "The habit of online money gaming is like drug addiction. We have seen the impact of these games and how the money earned from it is being used to support terrorism."
